ok, I lied and had another look. patches/disable/downloading.patch doesn't disable downloading really rather than not trying at all to install either gecko or mono.
If disabling downloading is all that's really desired it seems like that patch
doesn't even need to be there, rather removing the get_url bit (or everything
but install_from_default_dir) in install_addon in addons.c should work.
