Just to avoid any doubts about this report, the initial installation and the upgrade where done using DEBIAN_FRONTEND=noninteractive. This is the recommended way to avoid reconfigurations due to Debconf inputs for OpenStack packages. Without this the wrong setting would have been displayed at high priority.
