the libsqlcipher0 package had, erroneously, Priority: standard. It was recently changed to optional in 3.2.0-1 (this is not mentioned in the changelog AFAICT), but the ftp-master override still lists the package as standard. Just FYI, the package has an RC bug, but due to the wrong priority it is in the "key packages" set, which means it is excluded from the autoremoval mechanism.
