Sorry for the delay, I got distracted by other things...
I can not reproduce this issue, everything works fine for me. A
possible cause for this issue might be a corrupted transactions.db.
Could you maybe send the file "/var/lib/PackageKit/transactions.db" to
me in a private email?
After that, could you delete the file and try to reproduce the issue again?
