The use of

<refname>systemd</refname>
<refname>init</refname>
<refpurpose>systemd system and service manager</refpurpose>
</refnamediv>
in systemd.xml looks correct to me.
We also package the /usr/share/man/man1/init.1.gz symlink in systemd-sysv
This indeed might be a man-db issue, which should prefer "real" files
over such embedded references.
