Seems reasonable at first glance. Can you upload that to tpu (with a no-change upload to sid to ensure the tpu version is <= than sid)? That way we force Wheezy (and testing) to force migrate into turbo without breaking co-installability with libjpeg's progs (and therefore avoid any political fall-out with other interested parties). It will leave unstable users with the current progs. However, I consider that less of a problem, given they can pull updates to that implementation via unstable (unlike pure Jessie users).
