I can't speak for upstream, but in Debian, we currently still build the libsystemd-*-dev packages, even for v219 in experimental. We'd like to get rid of those compat -dev package early on in the jessie+1 release cycle, that's why I filed those bug reports early so the individual maintainers have enough time to prepare and forward this upstream.
