As bugs like #777264 (broken primary mirror while mirroradm is busy)
show, it might be better to have the DNS entries for the per-country
primary mirrors and ftp.debian.org mostly automatically maintained by
the mirror monitoring infrastructure[1][2][3]. There could also be
manual overrides by the mirrors team and by individual mirror admins
when traffic needs to be redirected away from certain mirrors.
