This is basically the same as RC bug #776530. I have attached a proposed
patch to that bug.
dnsmasq --enable-dbus actually works fine without dbus installed,
it just doesn't connect to the (absent!) dbus-daemon; the only changes
needed are to the systemd service and the init script.
