Package: passwdqc

The pwqgen(1) manpage refers to the /etc/passwdqc.conf config file yet
it will not read the file unless the config= option is passed.

That seems rather counter-intuitive and should at least be fixed in
the documentation. In my opinion, it should read the file as well by
default.
