Do exactly the following:

Open wxvlc's Settings/Preferences panel. Open the Audio node in the tree,
then select the Filters node. The Filter configuration pane appears.
Then close the Audio node in the tree. General Audio Settings pane
will appear next ot the Filters configuration. You can accidentally show
multiple panes simultaneously this way while normally navigating the
settings dialog. This brakes layout and quickly renders the dialog unusable.
