[I'm not sure if this is a cdebootstrap, bash or debianutils issue; feel
free to reassign if this should be fixed elsewhere]
I can't get sid bootstrapped anymore through pbuilder or through
sudo rm -rf /tmp/flub ; sudo cdebootstrap --verbose sid /tmp/flub
due to bash's postinst aborting with an error due to /usr/sbin/add-shell
aborting with an error when no /etc/shells is present:

ly interrupted.

A fix/workaround would be for cdebootstrap to supply an empty /etc/shells in
the target prior to configuring bash.
