Technically, it's debhelper (dh_installdeb) that needs to be updated in Build-Depends. You need debhelper >= 9.20131213 (first version that knew about that command). And you want to file a bug report against debhelper so that it generates a pre-dependency with 1.17.14 instead of 1.17.5.
