Yes, I suppose it must have been the downgrade. init-system-helpers/1.22 doesn't depend on perl/perl-modules anymore, but 1.21 does and clearly its dependencies weren't satisfied at the time the rsyslog postrm script was invoked. I can't see how this could happen in regular upgrades.
