Because they link to PyPI on their website, so it looked to me that this was their approved tarball: http://www.llvmpy.org/download.html And the archive that is downloaded from Github is an automatically generated one (the parts in _version.py are replaced on archive generation). But I didn't see the compiled files on the other archive yesterday. So perhaps the Github one is indeed the better one. :)
