I'm back with dracut and systemd The problem might lie in fact that systemd-fstab-generator doesn't generate an entry for /usr while run from initramfs, adding x-initrd.mount to /usr options(fstab) fixes this bug. I have read that /usr should be generated without this addition. And it would be, but a wonderful patch fstab-generator-don-t-rely-on-usr-being-mounted-in-t.patch in systemd breaks it.
