I have a local.conf

rrs@learner:/etc/dovecot$ cat local.conf

}

    port = 143
  }
  inet_listener imaps {

    ssl = yes
  }
}

mail_location = maildir:~/Maildir

I use it only over the loopback interface, so ssl = no. I don't
recollect it it was done manually or not.

# certificate, just make sure to update the domains in dovecot-openssl.cnf
#ssl_cert = </etc/dovecot/dovecot.pem
#ssl_key = </etc/dovecot/private/dovecot.pem


/etc/dovecot/dovecot.pem is non-existent. The other is present.
