Thank you Guido for referring to package libvirt-daemon-system.
The reason why I tried to start libvirtd manually was because virt-manager would not run.
With libvirt-daemon-system installed my problem has gone.So should package virt-manager depend on libvirt-daemon-system instead of libvirt-daemon?
