The change _is_ documented. qemu-kvm source package does not exist anymore (the one which was using bridge-utils long time ago) -- there's a NEWS item about this. It might be too implicit indeed, because there's no information about that new source means no bridge-utils package. I dunno. Even for the old qemu-kvm _source_ package, bridge-utils was only in Recommends, and that wasn't because it was needed by qemu-kvm, but because qemu was able to use it if it's installed. Now qemu-kvm binary package is built from qemu source package, and that one never, ever, had a bridge-utils dependency.
