I see a panel setting that allows me to move the panel itself to monitor 2, so that now the space is reserved as expected. However, If I really want the monitor (and, presumably, the space reserved for it) to be on monitor 1, I don't see how that can be done. Not sure whether you want to reopen this issue, or file a new one...
