Different versions of Xpra may fail to negotiate some encodings. That's why 
checking "Session Info" --> "Features" on client after attaching to server 
might be useful. If you're running incompatible versions of libav packages 
then I'm afraid even Xpra developers won't be able to help...

I did check the list of the packages but I found you remark "without dmo" 
confusing.

As long as you have any DMO packages on server or on client I will not accept 
this bug. It is a known incompatibility between ours and DMO packages. Please 
make sure that you are only using official Debian repositories and have no DMO 
packages on client and server -- everything will work for you if you comply.

There is no need to file another bug and there is nothing I can do about your 
problem unfortunately. You're not the first Xpra user who experienced troubles 
with DMO packages. That's one of the reasons to use only official Debian 
repositories.
