"offline_mode" in current packages does not do what the reporter seems to think. It has always been badly named, and actually switches Squid between normal proxy behaviour and "greedy" caching behavour.
It does help with intermittent connections but to benefit in that use-case the offline_mode shoud be turned on and left that way. Toggling it on/off defeats the "greedy" caching action.
