Just to clarify: What cgroups entries should be in /etc/fstab? I had one, and found this bug, and removed it and things starting working better.
I finally got things working by upgrading kernel from 3.14 to 3.16 and rebooting, so who knows which part of that made it work properly. I also noted that that #757348 and #759745 suggest upgrading cgmanager and systemd-shim to at least 0.33-2 and 8-3 respectively, as that includes fixes for other nasty bugs.
