It turned out that libapache2-mod-perl2 needs quite a few other knobs too, to the point where I decided to opt out of the autopkgtest-pkg-perl infrastructure and roll my own. So there's no hurry with solving this bug. Let's keep it open for a while and track what more is actually needed in this area.
