Aspell is now multi-arch in sid. Associated aspell-xx dictionary packages need to be Multi-Arch: foreign in accordance with debian policy for library support files. Currently apt-get doesn't recognize aspell-en as an installation candidate on an amd64 system with i386 foreign arch when installing aspell:i386.
