It's in the "Biobase" R package. It may be that it's incorrect to put it into the "r-bioc-repostools" package, but that was my best guess, since it appears to be the only BioC package in Debian.

Generally, I lean towards keeping things as they are at BioC. So I am not sure we even need a reposTools package as there is now the 'GetBioCLite' mechanism etc.

This a point where we disagree. I find the idea of mixing in other package systems on top of Debian's wrong. But it's you who're maintaining the package, so I shouldn't complain (too much, anyway ;).

This was needed once in the context of the 'debianization' effort for CRAN/BioC that is on Alioth (and somewhat stalled, fresh help always welcome if that interest you ...)

Unfortunatly my interest in R is very limited. I only use it when I _really_ have to. So my motivation for doing the work to debianize R packages is rather limited.

Anyway: I managed to get the function in through the installation script in R, so you're welcome to close this bug report again.
