Hi,

The current stable version of Debian uses GRUB2. However, this configuration 
guide only covers LILO and GRUB Legacy.

Specifically, I note section 4.5.

To disable root prompt on the initramfs in GRUB2, the following steps should be 
followed:
1. Open /etc/default/grub with a text editor
2. Replace the line
        GRUB_CMDLINE_LINUX=""
with
        GRUB_CMDLINE_LINUX="panic=0"
3. Run the command
        update-grub
