  The user should provide DEBFULLNAME encoded in `locale charmap`. My
  guess would be that it'll be UTF-8 most of the time, 'cause the
  changelog, another place where DEBFULLNAME is used, has to be UTF-8
  (but e.g. a convoluted editor setup would allow for it to be ISO-8859
  and for the changelog to be written in UTF-8).

  So either assume UTF-8, or use the value of `locale charmap` (or its
  equivalent in Perl).
