While running an obnam restore --to /tmp at root, I found I could not send
emails, since gpg was trying to talk to a socket there, and obnam had
made the directory mode 700.

sudo obnam --config /etc/obnam.conf.archive restore --to /tmp/ 
/home/joey/.VirtualBox

The mode 700 perms seem fine for /tmp/home during the restore -- I know
I filed a bug earlier on obnam leaving restoring directories too wide open.
However, changing the permissions of /tmp seem to me to be going too far.
