It's more complicated than that.  Barring some analysis from the
tmux developers pinpointing a problem in ncurses, what I see is this:

a) in recent changes, I _tried_ to make screen's terminal descriptions
   use italics.
b) that didn't work - because of a long-ago design flaw in screen.
c) for some other terminal types, the terminal description supports
   italics
d) tmux did not have screen's particular design flaw - but it 
   tries to use screen's terminal description.
e) tmux's developers indicated they were considering changing tmux
   to improve this area.  (I think their best plan would be to handle
   the special case of "TERM=screen*" and introduce their own TERM=tmux
   which would be used in preference when it exists - compatibility is
   hard sometimes).
