It turns out this is not true: if you remove the runtime dependency, it does
notice systemd is not present and will work just fine -- with no systemd
component installed at all, including no -shim.

My changes were to just remove libpam-systemd from depends, without altering
build-depends.

This suggests dropping the support for kfreebsd was not warranted as well.
