That could easily be achieved by adding

[ -d /run/systemd/system ] && exit 0

at the top of the sysv init script.

Or even better, by cgmanager shipping
/lib/systemd/system/cgmanager.service symlink pointing at /dev/null.

That means, this service would be masked under systemd and systemd would
simply ignore the sysv init script.
