The pkgconfig file in libgtk3.0-cil-dev contains the entry Requires: glib-sharp-3.0 gio-sharp-3.0 gdk-sharp-3.0 But since libgtk3.0-cil-dev does not depend on libgdk3.0-cil-dev, the requires might not always be satisfied. The dependency should be added to fix this.
