It is a display face that features both old style and lining numerals, standard and discretionary ligatures, a pretty complete set of diacritics, as well as a stylistic alternate inspired by more geometric sans-serif typefaces than its neo-grotesque inspired default character set. This is a part of my Google Summer of Code project on packaging elementary software for Debian, see https://wiki.debian.org/SummerOfCode2014/Projects/PackageElementarySoftware for more information. Although Raleway is already provided by the texlive-fonts-extra package, shipping it in a separate package is required to bring down the installed size for elementary-theme combined with dependencies from over 750Mb to under 5Mb.
