The README.fdisk file is now called Documentation/fdisk.txt in current upstream git master and the documentation is unchanged w.r.t. to the reported issue.
Looking at the (new lib)fdisk source code it seems like it now accepts both upper- and lower-case suffixes, so the problem should be atleast partially solved. The additional "base-10 suffixes is not documented" problem still needs to be investigated...
