I have the same problem here: works fine with parameters but is mute without them. Kernel 2.6.14 etch
I downloaded the source beep.c from the original author, version 1.2.2. I compiled it and suid:ed to root. Works fine, so does not seem like an upstream error to me. The flag --verbose (only exists in Debian's version) tells me that the frequency is 0.00 Hz if I don't specify any parameters.
