Hi! I've tried to make the tcltk-defaults package bootstrappable. It means that along with your patch I've added <!profile.stage1> guards for texlive* dependencies in debian/control. You could see the full changes in [1]. Though, this package was rejected by dak. I guess it still doesn't have build profiles support (see [2] and [3]). So, I can't fix this bug properly for now.
As a workaround you could build only architecture-dependent packages (dpkg-buildpackage -B) which don't include tcl-doc and don't require all texlive stuff to be installed.
