Ok, this is unfortunately the current state of things in the wheezy release with OpenConnect and KDE. OpenConnect version 4 or newer is needed to legally link libopenconnect with KDE's plasma widget for networking, and version 4 did not make it into Debian before the last release. So this is completely expected with the version you are using. I don't use KDE, I don't currently have a KDE environment to test on.
