I guess is something wrong with your system.

`modules-config apache enable mod_actions' is called only if:

1. The apache webserver was choised with DebConf
2. The /usr/sbin/apache binary is available
3. The /usr/sbin/modules-config script is available
4. The /usr/lib/apache/1.3/mod_actions.so file is available

Please tell me, how it is possible that above conditions are true and you have 
not the apache package installed?

I propose either `dpkg-reconfigure --force phpmyadmin' or to fix the system 
and i.e. fix installation of apache package or remove /usr/sbin/apache 
binary.
