Dear Maurizio and Daniele, I was affected by the same bug (although in the less grave form - I could still open terminals), and was beginning to suspect an incompatibility between gnome-shell and Italy, but then I discovered that I was affected also by bug #735591, and that the fix for it (namely, installing systemd-shim) apparently solves the problem of the shutdown too.
Could you test if it is the case for you too? If it works, then we can probably close the bug, since it should be fixed by systemd 204-10 already in unstable.
