Doesn't make a big difference (pun intended :-). It's a one-byte diff
only.

Maybe because you modifed the debian- file to sport the list.d.o URL
before the new-debian- file got introduced? :-)
For me, this is the difference:
$ diff /etc/t-prot/footers/{,new-}debian-
3a4
> Archive: http://lists.debian.org/
I added a new-https-debian- file so that also the mails in
your personal debian lists archive will continue to get the footers
stripped, i.e. I didn't remove the old footer files.
