The make binary package provides an architecture independent command
line interface to its reverse dependencies. As such the package should
be marked as "Multi-Arch: foreign" to make installation of packages
from different architectures easier.
I don't think this is correct. At least some of the make interfaces are
actually architecture-dependent:
$ make
/usr/lib/i386-linux-gnu/libc.so
$ sudo apt-get install -qqy make:amd64/experimental
