I am seeing the same issue. There was a brief discussion on lkml[1,2] but I
do not see any conclusion nor any suggested workaround except for manual
reverting f4d4ffc03efc (kbuild: dtbs_install: new make target)

This issue is pretty serious as I am not able to build kernels properly
on my testing machines.
