Julian, sorry for not noticing this mail before. The honest answer is: I was able to package llvmmath because it builds (almost) fine by following the usual procedure, not because I understand how anything works (and that's clearly part of the reason why I don't really intend to adopt this package).
I may find the time to dig into the code following your suggestion... but this is not really high priority in my TODO list, mainly because I would have to learn a lot first, and my usage of numba is quite sporadic.
