I can confirm it's related to the redhat bug, in particular comment #32: in the debugger, skipping the "NLA_PUT_U32(msg, IFA_FLAGS, tmpl->a_flags)" at line 601 in build_addr_msg() makes everything work fine. I understand patches have been sent upstream on April 4. If you can produce updated binaries, I can test them easily.
