Well, the fee was not prominently advertised. And as revocations were free a few years ago[1], even reading all the terms and conditions back then wouldn't have helped. Or is one expected actively search for new fees in the FAQ when refreshing a certificate? (Please note that I'm not arguing that the CA should be removed - just that the argument that people knowingly chose that pricing structure may be invalid.)
