I gave it a shot, and while most of the migration is very straight
forward, the way xine-lib uses avcodec_decode_audio3() confuses me. I
tried porting the patch for xine-lib-1.2 in #739458, but it seems that
xine was significantly refactored here.

Given Darren's latest comment on this bug, and the lack of any response
in #740444, which requests xine-lib's removal, I believe it would be
good enough to either disable xine's ffmpeg plugin, or just compile
against its internal copy in order to not hold up the libav10 transition
further.
