It does seem to report a number of issues that are already resolved, or on their way to being resolved, at least with an out-of-the-box configuration. Several times in the last week, how-can-i-help has displayed RC bugs that are already fixed in unstable. It also lists packages marked for removal from testing, but merely marked for removal as they depend on packages that have RC bugs, which may be fixed in unstable.
