I added a fallback to iceweasel now in bzr and this should work in the next upload. Currently synaptic is using xdg-open to find the default browser. There is already a fallback for konqueror - if this is installed, the fallback mechanism is not working for some reason. If you have xdg-open installed, could you please run xdg-open http://www.debian.org in this case and let me know what happens?
