Shotwell does not produce thumbnails for imported videos.
The shotwell log output shows why:

Indeed, dpkg -L shotwell shows that the binary is installed in /usr/bin.
I added a symlink to /usr/share/shotwell and the video thumbnails are
generated correctly.
